A Better Measure Than Screen Time
The question shouldn't be how much screen time should students have, but what they are doing, what are they learning, and is technology helping?
Schools across the nation are being told to limit screen time. That sounds reasonable until you ask a basic question: What exactly are we limiting?
A student could spend 30 minutes passively clicking through a poorly designed program. Another could spend 30 minutes researching a topic, reading, collaborating with classmates, writing, or creating a podcast or video. Same 30 minutes. Very different learning.
It's a little like calories -- 300 calories of avocado is not the same as 300 calories of Twinkies. The number tells you how much, but not enough about the quality.
Screen time has the same problem. A minute watching random videos is not the same as a minute reading, writing, creating, collaborating, coding, or getting feedback. In my previous Tech & Learning article, Screen Time Is the Wrong Unit of Measurement, I argued that instead of measuring minutes, we should be measuring learning.
Interestingly, MIT is taking a similar approach in its new report on AI and education. Rather than simply embracing or rejecting AI, MIT's Ad Hoc Committee on AI Use in Teaching, Learning, and Research Training recommends "AI-aware" education. That means revisiting what students need to learn, changing assessments, strengthening hands-on learning, maintaining human interaction, and helping students understand when AI should and shouldn't be used.
That's the conversation schools should be having about technology more broadly. Don't start with the tool or the number of minutes. Start with the learning and decide what tools are best to achieve the desired outcomes.
We should also be helping students think critically about their own technology use. They need to recognize when technology helps them learn, create, and connect, and when it distracts, gets in the way, or results in cognitive offloading. Counting minutes doesn't teach that judgment, and with technology evolving constantly, judgment matters more than a timer.

Measure What Matters
Instead of counting minutes, we should evaluate the quality of the learning experience. Other considerations exist, too. Privacy and safety should be prerequisites for any technology we put in front of students.
Here are some of the areas we should be looking at:
Learning value and engagement: What is technology adding? Are students learning, thinking, creating, questioning, solving, and making decisions, or mostly clicking and consuming?
Accessibility: Is the technology helping the student by making the learning more accessible through tools such as text-to-speech, speech-to-text, captions, translation, audio, enlarged text, or other supports?
Personalization and agency: Does technology let students learn at an appropriate level or pace and make meaningful choices about how they learn, create, communicate, or demonstrate what they know?
Human interaction: When interaction matters, is technology helping students connect and collaborate, or getting in the way?
Transformation: Does technology simply replace an analog tool, or does it change what students can do? The SAMR model gives us a useful way to think about this through substitution, augmentation, modification, and redefinition. Not every activity needs to reach redefinition, but we should be able to move beyond substitution and explain what the technology adds.
Evidence and outcomes: Did it work? What evidence shows that students learned, gained access, improved their work, or achieved the intended outcome?
A screen-time limit is a lazy measure. Pick a number, start a timer, and you're done. We've done this before with multiple-choice tests. These are easy to score, but easy to measure doesn't mean meaningful. We should be moving toward better ways of evaluating learning, not backward toward whatever is easiest to count.
Empower Students to Know When the Screen Should Go Away & When It Should Stay
None of this means students should be on devices all day. Support students in determining if technology is supporting their learning. If technology isn't adding anything, they shouldn’t use it. If students would learn more with pencil and paper, by moving, building, experimenting, performing, playing, or working with their hands, let them.
But the reverse is also true.
If a student needs text-to-speech or translation to access a book, let them use the screen. If they can collaborate with experts or peers they couldn’t reach without technology, let them. If they can authentically publish their work, empower them with a screen. Students also shouldn't be called out, stigmatized, or othered for learning through different modalities. The modality should not matter if the student is learning.
The question shouldn't be, "How much screen time did students have?" It should be, "What were students doing, what were they learning, and was technology helping?"
