Learning Matters producers John Tulenko and Audrey Baker traveled to Hartford, Ct., recently to investigate the many sides of "last in, first out" (LIFO), a method of teacher retention in many states. The contentious issue has serious financial implications for Hartford, as well as school districts nationwide.
